GWAC Consolidation under GSA

GSA is in the early stages of negotiations with government agencies to move several IT Government Wide Acquisition Contracts (GWACs) under its management. This move aligns with a broader push to centralize federal procurement supported under Executive Order (EO) 14240 “Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement”. The EO calls for the consolidation of federal procurement of goods and services within GSA with the goal of “eliminating waste and duplication” within the federal government.   

Major GWACs expected to transition to GSA in the first wave include: 

  • NASA's Solutions for Enterprise-Wide Procurement (SEWP) contract, including the upcoming SEWP VI awards.  SEWP V, presently set to expire October 31, 2025, is used for IT products, software, cybersecurity tools, and related services. NASA has ambitious plans for SEWP VI, to include an expanded scope of services and potentially increasing prime contractors to 1,000. GSA is actively engaging with NASA to fully understand the GWAC and develop a long-term strategy. There are currently no plans to cancel the solicitation or restart the process.
  • NIH's Chief Information Officer-Solutions and Partners (CIO-SP) contracts, including CIO-SP3 (extended through April 2026), and the next iteration of the contract CIO-SP4.  

What’s Next 

While no final decisions have been publicized, GSA's Senior Procurement Executive Jeffrey Koses stated that any transitions would be carefully coordinated to ensure continuity for industry partners and federal customers. Mr. Koses emphasized GSA's commitment to supporting the administration’s priorities by streamlining and modernizing the federal acquisition landscape, with a shared goal of reducing duplication and improving overall efficiency.
