Federal Modernization Meets Commercial Capital

Federal modernization is increasingly being shaped not only by what agencies buy, but by how they buy it. Recent acquisition reforms have emphasized implementing commercial solutions for procurement professionals. Executive Orders including Modernizing Defense Acquisitions and Spurring Innovation in the Defense Industrial Base, Ensuring Commercial, Cost-Effective Solutions in Federal Contracts, and the broader FAR Overhaul all point toward a federal market that is working to operate more like the commercial marketplace.

That shift is particularly important in federal IT where the software, cybersecurity, cloud infrastructure, AI etc. are sold through subscriptions, consumption models and multi-year commercial commitments. Federal agencies, however, still operate under annual appropriations and must fund/ exercise future-year options one year at a time. The opportunity here is to use more flexible acquisition structures to align with the government’s annual budgeting process.

The FAR provides a foundation for this approach. It encourages acquisition teams to exercise “sound business judgment” and make clear that a strategy should not automatically be considered prohibited simply because it is not expressly addressed in the FAR, so long as it is otherwise lawful.1 The FAR also calls for shifting the acquisition system’s focus from “risk avoidance” to “risk management,” recognizing that acquisition professionals must be empowered to make informed decisions based on mission needs.2 The Revolutionary FAR Overhaul reinforces that direction through themes including contracting officer empowerment, a commercial-first mandate, and IT acquisition modernization built around faster, more agile and modular procurement approaches.

For technology providers and federal customers, this environment creates a stronger foundation for structured financing. Four Inc.’s model is designed to meet this need and bridge the timing gap between a multi-year commercial technology commitment and the government’s annual funding cycle. Under a properly structured base-plus-option-year contract, the government can continue making annual funding and option decisions while third-party capital supports the commercial side of the transaction. The result can provide the customer with greater price predictability, protection against annual renewal increases and a more streamlined procurement path, while allowing the OEM and channel to support a broader multi-year technology strategy.

The federal government is increasingly acknowledging the role private capital can play in modernization. The Army’s Strategic Capital Initiative specifically seeks private-sector investment and commercially sustainable financing models to supplement traditional government funding and accelerate modernization. The underlying principle is the same as Four Inc’s value proposition: commercial capital can be used alongside federal acquisition to help progress critical modernization efforts.

For Four Inc., the alignment is clear. As federal acquisition moves toward greater commerciality, flexibility, speed and lifecycle value, structured financing can serve as the financial infrastructure behind that modernization.

Platform Spotlight – AI Network Infrastructure

The Administration’s continued funding priorities for AI infrastructure reflects the commitment to advancing AI adoption across both defense and civilian missions.  In July 2026, the Administration committed over $5Billion to the Genesis Mission, leveraging AI missions across 15 Agencies seeking to modernize scientific research, drug discovery, and accelerate treatments for chronic illness.  The President’s FY ’27 Budget also allocated over $58Billion to the Department of Defense for next-generation AI Supercomputers, and AI driven infrastructure.

Agencies are starting with mission objectives and compliance mandates to adopt AI solutions.  In doing so, Agency CIOs become acutely aware that existing infrastructure and systems were not designed to ingest the volume of machine‑generated outputs and current environment will require significant upgrades to leverage AI data and efficiencies. It is estimated that less than one‑third of core government systems are AI‑ready.

The drive to be AI ready is creating opportunities for private capital to structure multi-year solutions.  Federal financing bridges future appropriations for mission critical technology enabling government to upgrade networks, modernize existing storage infrastructure and, and implement Zero Trust cybersecurity initiatives.

One thing is clear, the future of AI is critical to operational efficiency, strengthening national security, and improving citizen-facing services.

Prominent AI Use Cases:

  • Battlefield intelligence – real-time threat analysis, processing situational data (drones, satellites, surveillance sensors) at the edge, can enable quicker and more informed decisioning capability in combat environments.

  • Analytics deployed at the edge for Disaster Recovery can process satellite imagery, detect damage in real-time, and optimize the allocation of resources like first responders, power equipment, and medical supplies.

  • Predictive maintenance models can monitor and protect critical assets such as power grids, and smart city infrastructures.

Agencies that strike the right balance between innovation and mission, infrastructure and operations, and speed and security will be the ones to turn AI potential into AI progress. The future of federal innovation will be powered by AI and financed by those ready to support it.

Federal financing is uniquely designed for environments like this, and Four Inc. remains committed to enabling that future through structured financing solutions working across strategic partnerships, empowering agencies to acquire the technology to support the mission!
