Public Sector GWAC Contract Manager

Position Description:
The Public Sector GWAC Contract Manager is responsible for leading Four Inc.’s strategy and execution of public sector acquisition contracts in support of Four Inc.’s Public Sector IT aggregation operations division. Interpersonal, analytical, business, and problem-solving skills are key to success in this role. This position will be a hybrid role; team member will report to the Four Inc. headquarters office located in Herndon, Virginia three designated days per week, and work remotely for two days per week.
Job Responsibilities
- Establish and maintain a 5-year roadmap for strategic vehicles, which identifies critical market and capability growth aligned to corporate objectives
- Actively track, qualify, prioritize, and pursue new GWAC and strategic contracts (including state contracts, state cooperatives, etc.)
- Serve as Proposal Manager and key contributor for new prime contract/GWAC proposals; leverage internal team members and outside consultants (as applicable) to create compliant and compelling proposals.
- Provide training and support to staff on contract-specific processes and policies
- Serve as Program Manager or Deputy Program Manager for existing contracts (GWACs, IDIQs, BPAs, etc.), including modifications, refreshes, reporting, and overall compliance
- Engage with industry partners regarding education and sales strategy related to each contract
- Work directly with Four Inc. channels organization to identify and pursue business critical partner, agent, and teaming opportunities
- Conduct comprehensive market analysis to identify trends in government spending, emerging technology needs, and new contract vehicles. Monitor which customers are utilizing GWACs, IDIQs, BPAs, cooperatives, etc. and for what types of procurements.
- Maintain strong relationships with contract program management office (PMO) to maintain an open channel of communication and high-level performance ratings.
- Work directly with Order Operations team for oversight of contractual reporting requirements.
- Performs other job-related duties as assigned.
Required Skills/Qualifications
- BA/BS degree in business or relevant subject
- 3-5 years of experience in public sector contracts
- Prior experience with GSA Schedules, SEWP, Alliant, or similar GWACs.
- Experience successfully leading strategic contract (GWAC, IDIQ, etc.) proposals
- Team player capable of working within a collaborative environment
- Ability to work independently, with limited supervision
- Excellent oral and written communication skills
